In the server web console, navigate to Missing Patches view. I think the skip isnt the cause of your situation.
When the latest Windows update is ready for your device, it will be available to download from the Windows Update page in Settings. To upgrade your current version of Windows 10 to the May Update, head to the Windows 10 download page. Then click the “Update now” button.
